Generally, yes. However, because you submitted this question under the "criminal law" topic, I suspect (no pun intended) that there's a lot more to the story. Certain debts cannot be discharged, including but not limited to those for injuries arising from driving under the influence or intentional harm to another person. Feel free to elaborate.
