Legal Question in Criminal Law in California

Filing Cert. of Rehabilitation and Pardon with Superior Court

For someone who was sentenced to 2 years state prison, and is incarcerated at the present time, in order to attempt to get a court date, and get him into a rehabilitation/work program (he also has a heart condition) would filing a ''Notice of Filing for Certificate of Rehabilitation and Pardon'' with the Court where he was sentenced, be the right start to accomplish this? And if not, could you give us any information pertaining to this?

Thank you.
