how do I find out what legalities I am facing without going to the courthouse, another words is there a way to find out what I have pending in a city through the internet?

Maybe.
The Superior Court websites in some counties have detailed information about criminal cases, and others don't.
The websites that do list case information will only show cases where the district Attorney has actually filed criminal charges. If a case is still under review and hasn't been filed, you won't find anything on the court's website.
You can find a list of California Superior Court websites at www.courtinfo.ca.gov.
