Legal Question in Criminal Law in California
My girlfriend attends school in Los Angeles County area. She has classes there currently and parks her car in the mutiple level parking lot. Anyway, she stated that she decided to masturbate in her car in the back seat, but made sure to park her car at the highest level, masturbating without taking any of her clothes of and without openly exposing her genitals, with no one in sight, nothing happend--she returned home. But then she--being the crazy person that she is--attempted to do the same thing another time. But this time she was not able to began masturbating because she noticed that two parking security cars were parked, they looked as if they may have been watching her, so she pretended to work on homework, but eventually left, but was afriad that they may have recorded her liscense plate and maybe had recording of her masturbating the last time. They did not stop her or approch her. It has not been 24hrs yet, but she's fearful that she will be contacted by the campus police of possibly stopped the next time that she comes on campus. Are her fears overreaction or rightfully so? Thanks in advance.

wait and see what, if anything, happens ... there's no way to say at this point. You/ she can talk to a local criminal defense attorney, so there's is one in the wings, if needed.
It doesn't sound like your girlfriend did anything illegal. Even if she did, you haven't given much reason to think anyone else knows about it. As far as I can tell, she is overreacting.
