grand jury

In the state of California people arrested for murder are they indicted by the grand jury or some other form of panel? ie;Scott Peterson, who will if any indict him?

In California most individuals charged with the commission of a felony, go through the same process. A complaint, called an information, is filed with the court. Then a preliminary examination is held. At this hearing the da must provide sufficient evidence to convince the magistrate that there is probable cause for the defendant to stand trial for the felony.

I believe an arrestee can be charged by use of either an indictment or by a complaint (aka information). I believe Scott Peterson has been indicted by a grand jury, but am unsure.
