Harassing neighbor

I reside in a 4-Plex and we are being harassed repeadedly by neighbor who resides in another complex,owned by a different landlord then ours.He has beaten one of our neighbors,police can't seem to get here to catch him.Can our landlord file a suit against the other property owner regarding this person since the other landlord doesnt want to take responsibility for their tenant.Restraing orders here are much too expensive to file.What are the options of our landlord to keep this person off the property she owns.

The person he beat up and probably others living in the 4 plex should be able to get a restraining order against this person. The restraining order has the same prohibitions as a domestic violence restraining order.

Maybe file for injunctive relief in civil court. Still going to be expensive. Maybe call the police on him every chance you get??
