There is one charge.
The charge - 11377(a) is possession of a controlled substance. It's a Health and Safety Code section. the 17(b)(4) is from the Penal Code, designating that the possession charge is a misdemeanor.
11377 is a "wobbler" and can be either a felony or a misdemeanor. Because the 17(b) is there, it designates that it's a misdemeanor.
