Legal Question in Criminal Law in California
Am I able to go into a home and take animals and items from the home with me if the two owners are in jail facing felony fraud charges

You cannot enter the house or take anything out of the house without the permission of the person in possession of the house. Entering the house is first degree burglary. Taking things out of the house is theft.
If there is no one in the house and the animals are not being taken care of, you should call animal control.

No. People who are in jail have rights, too. Stealing from their home is just as illegal as stealing from anyone else's.
