Legal Question in Criminal Law in California
My husband is having an affair with a minor (17) (she is in his reserve unit but still in high school) He is 32 years old. Should I report it to the local authorities. I do have 1 picture of them together, but she turns 18 soon and I hope it will help with my divorce and custody (i don't feel comfortable anymore) but i also don't want to seem the bitter scorned wife. Will anything happen? (this is California by the way)

What does the picture show them doing? Unless it's a sexual act, it proves nothing.
The police might question them, but if they don't admit having sex, that's the end of it. In the meantime, it sounds like your divorce is already pretty nasty, and this would probably increase the nastiness a hundredfold.
If he is charged with a crime, it might help in your custody fight... but how do you think your kids will feel when they find out Mommy called the police on Daddy and got him thrown in jail?
You should talk to your divorce attorney before you take any action.
