Legal Question in Criminal Law in California
Is it illegal for a babysitter to pull teeth out while the child is in her care? What is the legal code? The child is 5 and the babysitter for the dad has just pulled her tooth for the third time! Mother is concerned but doesn't know if she has any legal repercussions. Please advise.

There are no statutes which address this precise question. But pulling a child's teeth without the parents' permission (it's not clear from your question whether the father approved or not)strikes me as a battery, which could have civil and criminal consequences. It might also amount to practicing dentistry without a license, but I have not researched that question.
What I'd like to know is why this babysitter was hired again after doing the same thing twice before.
