is it illegal for a minor to mail his semen to another minor

It is illegal under Federal law to send mail that contains any filthy, vile, or indecent thing (Section 12.5.4 of the USPS Domestic Mail Manual). And if you were to send your parcel to someone who is not expecting it, or if their parents open it, probably you would be arrested, charged with stalking, thrown in jail, slapped with a restraining order, and ordered to register as a sex offender for the rest of your life.
