Legal Question in Criminal Law in California
I had an incident at school which involved me being threatened. A police report was taken and I spoke too much while being interviewed. The events leading to the incident involved a 19 year old kissing a 16 year old female in college. The brother came to the campus and physically threatened me. In the police report, I confessed that I had kissed the girl which was a mistake. In addition,I said that I have a family member who is in the law profession. So when I read the report, the campus police had written everything that I said. I was wondering if the report is public record and if there is any criminal offences that I should be worried about?

Police reports usually are not public records unless and until they are used in court. But what some students call campus "police" are really just security officers; their reports may be treated differently.
At any rate, it is legal for an adult to kiss a minor. Sexual contact between adults and minors is criminal, but if all you did was kiss her you haven't committed a crime.
