Legal Question in Criminal Law in California
After informing law enforcement of the crime. A person is having the crime of fraud commited against them. Is it illegal for me not to inform the victim.

You are under no legal obligation to inform someone that a crime or wrong is being committeed against them, but you do have moral obligation.
