Why would an inmate refuse video arraignment? What is the advantage to this tactic? An appearance was ordered for one week following refusal. Does inmate enter a plea on that later date?

Hard to say, one reason might be he wants to talk to a public defender in person and doesn't trust the privacy of jail telephones -- this might be reasonable of him. If the arraignment is continued one week, presumably the defendant would enter a plea then.
