Interstate Communications Law
Is it a violation of the law to overtly make threats of physical harm, as well as verbally exclaim they are threatening said person. All of this over a cellular phone.

What you describe is illegal indeed. I don't know what "interstate communications law" you have in mind, since there are a number of laws that could be so described. I can't say whether you violated a particular law unless I can tell which law it is.
