Oregon, visited and left California one
day prior to the murder -- what
procedure(s) must the detective
follow in order to question members
of the family?

Is this a real situation or have you been watching too much Bill Kurtis? Detectives must travel in order to attempt to interview out-of-state witnesses. This is why people who find themselves involved in homicide investigations -- to the point of being repeatedly requested to be interviewed -- often move far away. Sometimes the cost of the travel causes the detectives to eventually leave such people alone.
