Bail is the money you deposit to stay free pending the resolution of your case. Is that what you meant ot ask?

California Penal Code 594 is regarding Vandalism. It sounds like you are describing an event that involved defacing something and the cost was valued at more than $400.00.
Bail can be optional. A court can release a defendant on their own recognizance (also referred to as an "OR" release). Jail time is not mandatory.
