Joint Bank Accounts

When two people are married and the husband gets added to his wifes account, making it a joint account. Does the husband have the legal right to use the wifes personal information ie: S/S Number, Driver's lic number, Mother's maiden name or whatever is on the original paperwork when she first open the account, so as the husband can gain access to their joint account.
