As far as I can tell, "joint suspension" is a colloquial term used among jail inmates and other criminal defendants to denote an arrangement where the defendant has a suspended state prison sentence -- his trip to the Joint is suspended. Of course many defendants violate their probation or parole, and they would go back to the Joint to serve the original sentence.
