Info you gave is sketchy...but the Judge's Order may...repeat may, take precedence IF CDC is a party to the litigation, the Order TO CDC is a lawful Order, or the Order is a ministerial change of a commitment Order, CDC administrative powers are not really subject to court orders unless they are a party to the litigation...and they can, and do, "correct" Court errors all the time...sometimes unlawfully, but they do it anyway...I am really not sure what your asking re: WHERE TO LOOK...COUNTLESS STATUTES AND CASE LAW GOVERNS THIS AREA.
