Legal Question in Criminal Law in California

i kno that there were some people trying to get a law passed that said if u witnessed a crime u were required to come forwards and tell the cops. was it ever passed? if so would it be illegal if u witnessed a crime befor the law was pased and didnt come forwards? if so would u just pay a fine or would u serve jail time?

There is no law that requires you to inform on other people. If there was such a law it would probably be unconstitutional. Some people are required by law to report child abuse, for example doctors and teachers, but not members of the general public. And you can't break a law before it is passed.
