can a law enforcement agency serve a search warrant outside their jurisdiction

The strict answer is no, however most people do not realize that judges in California are California Superior Court Judges and they can issue a search warrant for any place in California. They cannot issue a search warrant in another state, which would be outside their jurisdiction.
