law enforcement impropriety in investigation

question: the administrative complaint and criminal complaints i filled against the police department here have been completed. however the department investigators and city officials refuse to communicate final disposition of said investigations to me. i have written numerous correspondences and visited the station, city manager, city attorney's office. the chief of police in this department has not responded to his inquieries either. what do i do?? i do not have legal representation yet. i am waiting on transcripts from a seperate court case and need final disposition of this case in order to respond. secondly, what laws can i research to determine my rights in same situation. i believe there are also statuettes of limitations involved. but? fyi: the case involves a relative of a roomate who conspired with their son to harass me then ended up unlawfully brandishing me with a firearm and then tried to say to police they did not. police department did not respond to the call. they tried to cover this up. other complaints have and are being filed against same party. but i do no know much about criminal laws of california. thank you for responding
