What is law enforcement's policy regarding kids over the age of eighteen breaking into their parents home? (Assuming, the parents have changed the locks and nailed windows and doors shut.)

A person over 18 is considered an adult, not a kid... even if they are the homeowner's offspring.
If you want the law enforcement policy, you would have to ask the agency involved.
However, this has the potential to become a very serious matter. Going into a house with the intent to steal something -- even if the house isn't locked -- is residential burglary.
The punishment for residential burglary can range up to six years in state prison. It is also a "strike" under the Three Strikes law, which increases the punishment for any future felony.
