Legal Question in Criminal Law in California

is there any such law as a SILENT STRIKE? A friend thinks he only has 3 felonies ever-with no strikes but-the county clerk is saying he has 10 felonies and 2 strikes. He has paroled his number but got into a little trouble, he went to the courthouse and the clerk told him about the 10 & 2. then he was told maybe he had a SILENT STRIKE. is there such a law-SILENT STRIKE?

Sounds like a code word for a CIA program to attack peasants with remote-control rockets. I can't find the term. I searched Google for ["silent strike" california law] which suggests to me there's no such thing.

A silent strike is a sea lawyer term for a plea deal in which a felony that would normally count as a strike, does not count as a strike for that conviction, but may count as a strike if the person gets in trouble later on.
