Is it lawful for the D.A. to have the local peace officers association dissuade defence witnesses from testifying, instead of seeking a motion in open court?

It is unlawful for a District Attorney to attempt to dissuade defense witnesses from testifying, even WITH a court hearing.
However, from your brief statement, it's impossible to know whether the District Attorney's conduct fits within the legal definiation of dissuading a witness.
