''Legal defense fund'' solicitation
Is it lawful for a private business faced with possible pending civil action to solicit legal defense funds from the general public, specifically via an online ''donation'' form?

As long as you tell the truth about the purpose of the solicitation and the intended use of the funds, in general you have a First Amendment right to beg, wheedle, whine, draw cardboard signs, and hold bake sales. There are California laws on the subject of solicitation for allegedly charitable / educational purposes that you can search at www.leginfo.ca.gov . If you are, as you claim, a business seeking a handout, you could do what other businesses do and try lobbying Congress for some corporate welfare.
