Can department stores have camereas in dressing rooms? How can a person be charged with priors if they have never been convicted but dismissed of any charges filed?

Can they have them in the common areas? Yes. Can they use them to look into the changing booth? No.

As to why you're being charged with priors: It may just be an error on the DA's part. If you truly have no prior convictions for a qualifying offense, then this should be corrected as the case progresses.

I assume you're talking about being charged with petty theft with a prior under Penal Code section 666. There are many qualifying priors besides petty theft. Are you 100% positive you don't have a prior theft-related offense conviction on your record?
