Is Black's Law dictionary a good indicator of how to interpret a legal term in the specific year that you are looking at?

Yes and no.
Yes, it gives you a definition, which may or may not change over the years, but it is always subject to specific interpretation within the confines of a particular set of facts. Terms get redefined by case law as they are used in a particular case.
