Yes. It may not be wise, but there is no law that forbids it.
There is a difference between knowing that you've been drinking and believing that you were legally drunk. My guess, though, is that he believed you were and then got you to let him into your car so he could arrest you when you started driving. That strategy is probably legal, but you should discuss the specifics of your case with a lawyer as soon as possible.
