Legal to secretly video?
Hello,
I am trying to catch someone who is 'keying' my car.
Can I run a videocamera (placed outside my car) and film them?
Can I use a small, hidden 'spycam' legally to film (with audio)?
The subject would be on public property, walking on sidewalk or street.

Yes, under those constraints where the individual would not have a reasonable expectaton of privacy.

You are allowed to do this in principle, provided either that the camera will be on your own property or that you have permission from the owner of the property where you plan to place it.
