Is it legal for an 18 yr old to have sex with a 16 yr old? Or send them sexual comments in messages & plan to take them to meet for sex??

Everything you describe and ask about is illegal. The age of consent is 18 in California. Any sexual activity, including sending sexual messages and making arrangements to meet for sex are illegal. Don't do any of what you just wrote.
