Lewd Comments by Neighbor to Several Nearby

In our condo complex, we have a man who has made sexually-based comments to at least 4 women, who curses out a local disabled man and who offers anti-gay slurs to a female in the building. He rents the condo he lives in, the owners out of state. Unless certain of his ouster, I believe only 2 of the women and the disabled man will come forward. Local police will be quick to respond if called, but possibly not quick enough to witness the rant. What can be done to stop the incidents? And might any of the liability be transferred to his condo owners if made aware and they don't react? Help is appreciated.
