I would find out where she lives in Canada, then I would call the local Mounties, and ask the Mounties if she is doing anything illegal, and if so, press charges with her local officials.

If it is not illegal, or the Mounties are not interested, I would ask the Mounties if any arm of the Canadian government would be interested in prosecuting such conduct. If not, you can contact the FBI or Homeland Security and see if they are interested. I am willing to bet that they will not be interested.

Thus, I would have your fiancee explain to the employer that a crazy person is trying to contact your fiancee, have the employer return all of her mail to sender - unopened, do not answer her calls, delete her as a Facebook friend and report her misconduct to Facebook, and mark the emails as spam.
