California min requirements to carry picks

What are the minimum requirements by law to legally carry and use lock picks for the sport of it? A lot of honest law abiding people pick locks for the fun of it and have no desire to become a locksmith or make money at it. And as far as I know there is no lock sport organization here in the U.S.A yet that you can carry an I.D stating that you can legally posses lock picks WITHOUT being a locksmith and having a license.

I am not aware of any sport lock picking activity. The police are also probably not aware of such a sport. The concept you describe would enable burglars to readily carry lock picks to be used for illegal purposes. To determine the requirements for carrying a lockpick legally check the penal code and perhaps even the government code.
