how long does an officer have to turn in his ticket to the court after the court date scheduled on my ticket for a misdemeanor offence and what are the terms for the case to be dropped?

"As soon as practicable." Penal Code Section 853.6(e). The case gets dropped when your lawyer wins (or negotiates a plea to a lesser charge).
