Legal Question in Criminal Law in California
How long before a unreturned rental car is reported to the police? why do they not just come and pick it up? they know where I live. They told me to call security whn I tried to extend because the car was impounded, but I paid to get it out. They say that blocks me form renting again

The rent-a-car agency has the right to report the car stolen after two days from when it was supposed to be returned, and they don't have to come to your home. It's your responsibility to return the car to an authorized rental location and to make sure it doesn't get impounded. If you feel you were improperly DNR'ed (placed on the Do Not Rent list) you could try writing a polite letter to the corporate office.
