BP is for Business and Professions Code
4140 is the section of the Business and Professions Code that reads "No person shall possess or have under his or her control any hypodermic needle or syringe except when acquired in accordance with this article."
A 4140 carries a jail term not to exceed 1 year.
It appears that you were the same person that asked what an 11364 HS was. That is a misdemeanor as well under the Health and Safety Code for essentially the same thing as the 4140 (possession of drug paraphernalia). It also carries a jail term not to exceed 1 year.
