It is annoying or molesting a child under 18. It can be something as simple as a pat on the butt or a kiss of a minor by an adult. Regardless, it can require registration as a sex offender for life.

"Generally" a misdemeanor "child annoying/molest but can be a felony under certain circumstances and is a registrable offense...very significant charge with the potential of lifetime consequences.
