mail tampering
If a person hands you a sealed envelope for the mail, and you open it and add information that is required by you for the contents to be processed properly by an insurance company, then send it in the mail, is this considered mail tampering?

Why would you open a sealed envelope that someone hands you to be mailed? The situation you described makes no sense and yes, it is mail tampering, a federal crime.
