Can I do anything about this man sitting on my corner everyday?

I have a man sitting on the corner of my street everyday all day and evening staring at my family. He has started standing closer to my home now (the corner is two houses up from mine)sometimes right in front of my house. He even tried to open the door to my van the other day, said he was going to ask me for a ride , I told him sorry...I don't know you! Is there anything I can do to stop this? My husband and neighbors have already talked to him nicely basically just asking why he was out there all day, he said he was recovering from a back injury and was just getting out. He is giving me the jitters. He is out there on and off from the moment I wake up til after dark. Is this harrassment? Can I do anything?

Unless the man is intentionally sitting there and staring at your family with no legitimate purpose, this conduct cannot be construed as harassment. Please refer to Civil Code 527.6 for further information on harassment.

If children are usually present in the area where the man sits, he may be guilty of loitering.
