if a man were to sleep with their wife's little sister, a.k.a., their sister in law, by law is that incest?

If your spouse's sister consents and she is over 18, while there are obvious reasons why sleeping with her would constitute poor judgment on your part, you would be breaking no law

No. Incest is sexual intercourse with a close biological relative. Relatives by marriage don't qualify unless they are also related to you biologically.
Of course, the fact that sleeping with your sister-in-law isn't incest does not mean it is a moral or decent thing to do.
