Mentally Unstable internet predators

There is a site on the internet I used to be a member of. Bust after a long time of observing I've come to the conclustion that the site owner is mentally unstable. She has bouts of temper tantrums and threatened a 14 year old that she would get a law suit against. She feely states in the new section of her site shes thought about suicide many times and is now off her medication. This site was designed for children and many 10-13 and 14+ children acess the site daily. I find this terrible disturbing. Members under the age of 13 have to have parental permission to join the site but 14+ are children to,and this site owner collects very personal informatiom from these children, name, age, IP address, towns and state. I find that in the hands of a person this mentally unstable person that information can be abused. Someone this unstable could snap and go aon a killing/raping spree using the infomation collected from the children. I was wondering if there are any laws against this, about mentally unstable internet predators or even a way to restrict what information the site collects. I'm concerned for the safety of these children only playing themselves into the hands of a murdered or rapist. Please reply soon. site: www.dogrealm.net
