People get popped with 0.1g all the time. If you do meth, nobody gives a **** what happens to you.

Sometimes a good lawyer, if there is a really tiny sample of the drugs, will ask for a "split" of the sample so the defense can do its own testing. Sometimes the sample is so small that asking for a split could make the difference in arguing that the sample is too small to be testable. It is rare, but possible that a meth defendant could hire his own independent toxicologist to test the split, even rarer would be having one (a "730 expert") appointed by the court if the defendant couldn't afford it.

I could write at length about how to tell whether the amount involved of any given drug is enough. Suffice it to say that 0.4 gram of meth is quite a bit more than is necessary.
