What is the minimum/maximum sentence for a 11352(a) charge

Health and Safety Code 11352 - sales or transportation of narcotics - carries up to 5 years in state prison (or up to 9 if it's transported across non-adjoining county lines). There is no mandatory minimum unless there are weight enhancements, etc.
