It's called a Pitchess motion. Your attorney will know how to do this. If this is part of your defense, it's not something to mess with on your own. If you don't have a lawyer, get one.

We have had several cases where we believed an officer in question acted improperly and may had fabricated some of the facts in our case. We files a Pitchess Motion to obtain records of the police officer of other complaints of lying or other misconduct. David Wallin at www.wallinlaw.com

Those records will only be released pursuant to a court order. The process to obtain a court order is called a "Pitches Motion." Which is generally filed in conjunction with a criminal case or in some circumstances in a civil case. In any event, you will not be granted access to a law enforcement officer's personnel records without authorization from the court.
