Misrepresentation
Is it unlawful for someone to sign court documents and represent themselves in court as a Dr. (PhD) when they do not have a degree?

It sure is illegal. That said, in practical terms, it would matter why the person misrepresented himself that way. Did the misrepresentation have the effect of intentionally misleading the court on some important legal issue that was being reviewed by the court? If yes, then expect major trouble.
