Legal Question in Criminal Law in California

Over a month ago I purchased an item worth $950 from an individual through PayPal. I have not received the item since I paid. The seller has provided no proof of shipment and has changed his story every time i've contacted him. Since then, he has ignored all contact. I opened a claim on PayPal and it was closed not in my favor (because seller claimed to have 'delivered it in person'). I contacted the police in the seller's area (Arizona) and they informed me this is a civil matter and there is not much they can do about it, but he opened a case anyways. He advised me to open a lawsuit against the individual. I have all the evidence that shows I have not received the item.

How do I go about this legally? Who do i contact? What type of lawyers can handle this?

This sounds like a small claims case. Even if the seller committed fraud, the case is too small to justify hiring a lawyer. Unfortunately, you will probably have to sue in Arizona.

You should also report the seller to eBay. They may put enough pressure on him that he will make you whole. Alternatively, they might close his account.
