if a murder is committed while a juvenile but the person in question isn't arrested until after he is an adult, is he tried as a juvenile or adult?

It depends. Juveniles as young as 14 can be tried as adults for murder.
The age of the juvenile at the time of the offense determines how the case proceeds.
