Number of years ago crime was committed
Does it matter how long ago a crime was commited? A relative is on probation, for NOT registering as a sex offender, and he needs a travel permit to work in another state. WHY? Is it because it is a sex related crime ONLY. Does it matter that it was over 20 years ago (the crime he was convicted and served time for)????

Failing to register as a sex offender is a separate crime. It sounds like your relative has been convicted of that offense, and is on probation as a result of that conviction, not for the earlier sex offense. If so, he is being treated like any other probationer who wants to work outside of California.
